How to Promote International Level of Schooling If I Were A Member of House of Representative.

Today, there are some both Rintisan Sekolah Bertaraf International(RSBI) and Sekolah Bertaraf International(SBI) in Indonesia. The count of RSBI or SBI in a regional is different with another regional because potency of every regional is different. Nowadays, there are some issues about international level of schooling especially about school that have been become RSBI during 5 years but untill now not yet become SBI. International level of schooling needs support from all of elements of education and government to become a real international level. House of representative as a representative of citizen who manage government also needs to support/promote them. The purpose of creating house of representative is to represent civil so that the civil will prosperous. It means that house of representative must take action to improve the life of the people, in example in education.

If I were a member of House of representative, the first step that I will do is joint Commission X. Commission X organize education, culture, tourism, creative economy, sport, and library. The following are action that I will do to promote international level of schooling:

a.       Increase education budget especially for international level of schooling.

To became a real international level of schooling, a school needs more budget to develop quality all of the elements in the school. Although we know that one of the requirements to became SBI is having good facility but we still need to develop it. So, usually to enter to the SBI or RSBI, students parents still need to assist the budget by paying entrances fee that the count is more greater than entrances fee either in national level of schooling or others. This matter can be a burden to students parents esspecially for students parents with low capability to pay. Then, to reduce the burden for students parents and increase quality of both SBI and RSB, I as a member of house of representative will try to increase education budget. One thing that must remember is, increase education budget is not only for importance of international level of schooling but also for all of school in Indonesia.

b.      Propose law about certain portion in international level of schooling for students that have low capability in budget especially for outstanding students.

Some issues said that RSBI and SBI make education just for rich people because to be a students in RSBI and SBI need to pay much money. This is not fair for outstanding students that have low capability in budget. Just because of budget, we must not waste his/her capability in learning. Indonesia needs their capability so their capability/achievement must be develop again. So, with this law, every international level of schooling will give a certain portion to lower class especially for outstanding students.

c.       Make good Coordination with agency of education

Agency of education is agency that manage education matters. If I as the member of house of representatives have good coordination with agency of education then I will know the real problem that faced by them and try to support them.

d.      Visiting and observing RSBI and SBI

The purpose of visiting RSBI and SBI is to know their development and problem that faced them. By understanding problem that faced school I will try to help them to solve it both as individual and member of house of representatives.

e.       Held communication forum between some school both international level of schooling and national level of schooling (SSN). By this communication forum, schools can share the problem that faced them and ask another international level of schooling how to solve them. Moreover, they also can share how to develop their school and may be about study comparation. One point that must we remember is we can’t only consider international level of schooling but also all of school.

f.       Give schoolarship to some teacher so that they can study in S2.

One of the condition to became SBI is 10 percents of teacher is lulus S2 but the fact shows that the number of teacher that graduate from S2 is rare, one of the reason is budget. So, if I give schoolarship to the some teacher especially outstanding teacher then teacher’s ability will increase dan it will increase SBI’s quality

g.      Propose to give  assistance in the form text books that have good quality.

To became a real international level of schooling, we need text book that have international standard quality because with international standard refferences it will make the information that indonesian students can get is equal to information that got by international students. This books not only use english but also have good quality and easy to be understand by students. It is not benefit if we use text books with english but can not give understanding to the students. So, usually international level of schooling use bilingual books that more thick than ordinary text book because the contain is using both english and indonesian language. It will make the cost of the text book more expensive than ordinary book. It will be aburden for students parents (again) so, it will be a benefit for them if I propose to give assisstance in the form text book.

h.      Participate as school committee

Actually, this is individual support for them if I joint school committee. By joint school committee I will know the real development of the RSBI then I can help them as individually and house of representative.

That’s all are action if I were a member of house of representative to promote international level of schooling.
